Presidents Message

This year's annual general meeting of the POA and picnic was a big success with over 60 people in attendance. Many thanks to all the ladies and men who set up and decorated the center, prepared all the delicious food and helped with the clean up.

Three new Board members, Lynn Nowlin, Sandra Thompson and Eddie Wells, were elected. Wilda Meixner was reelected to serve a second term.

A.D. Robinett was given a standing ovation in recognition of all the work he has done on the roads and grounds.

I also want to acknowledge the hard work and contributions of Gil Blount, Phil Roth and Tom Graham who are leaving the board.

At a Special Board Meeting held on May 27th the following Officers assignments were made. Bill Manno - President, Ed Steiniger - Vice President, Lynn Nowlin - Secretary, and Wilda Meixner - Treasurer.

I firmly believe the Board is committed to fulfilling all its obligations in a very open and straight forward manner. We strongly encourage each and every resident to express his or her opinion on any issue at a regular meeting or by communicating directly with a board member.

The last paragraph of one of Gil's presidential messages stated the following, "It is clear that 2003 will be filled with challenges and opportunities for us to make Oak Ridge an even better place to live and raise our families". We do face challenges this year that will require a total community effort to accomplish:

  1. The Continued Maintenance Of Our Roads
  2. The Fire Protection Issue
  3. Change In The Annual Assessment
  4. Redecorating The Interior Of The Community Center
  5. Oak Ridge Memorial

I believe we can make significant progress on these issues. One of the greatest things that makes Oak Ridge such a enjoyable place to live is not only it's location on the lake or the beautiful Texas Hill Country but the caring and neighborly people who make up our unique community. Our community can overcome any challenge and do all the things necessary to make it an even better place to live if we work together in the future, as we have in the past.

Please think about serving on a committee or helping on one of the projects in the coming year. Together we can truly make Oak Ridge the "best" community on Lake LBJ.

Oak Ridge Estates Property Owners Association
Membership Meeting
May 17th, 2003


Minutes of POA meeting - 5/17/2003

President Gil Blount called the meeting to order at 5:10 PM. Other board members present were Bill Manno, Wilda Meixner and Phil Roth.

Gil Blount recommended that since the Minutes from the March 20, 2003 meeting were printed in the Acorn and posted on the Oak Ridge web site they be considered approved as written unless there were corrections or changes. There were none, so the Minutes were approved.

Wilda Meixner read and provided copies of a comprehensive report on collections and expenditures for the twelve- month period beginning July 1, 2002 and ending April 30, 2003 along with a balance sheet report as of April 30, 2003. These reports will be reproduced in the next issue of the Acorn and posted on the Oak Ridge web site.

Wilda also reported that letters have been sent to 17 property owners who have not paid their $20 assessment advising them that a lien can be placed against their property and filed in the County Clerk's office. Recipients of these letters were given until May 30, 2003 to respond.

Gil Blount reported the following results of the ballot to increase the annual assessment:

Total ballots returned121(61%)
Ballots favoring increase82 (68%)
Ballots opposed39 (32%)

Of the 76 ballots considered as not returned, four favored the increase but arrived after the May 7, 2003 cut-off date and were not counted.

The board recommended no further action be taken at this time. These results will be used as a referendum for the new board, and they can determine the next steps.

Representing the Nominating Committee, Ruth Engel reported three new directors, Lynn Nowlin, Sandra Thompson and Eddie Wells have been identified, and Wilda Meixner agreed to run for a second term of office. There were no nominations from the floor, and the new members of the board were confirmed by unanimous vote of the members present. In due course, the board will appoint its new officers.

Out going board members (Gil Blount, Tom Graham and Phil Roth) were recognized and thanked for their contributions.

Under old business, Dale Hewgley made a motion that all money collected from Community Center rentals be dedicated to maintain that facility. The motion was seconded by Connie Roth and received a unanimous favorable vote. Dale also made a motion that proceeds received from our recycling effort be dedicated to the Community Center. That motion was seconded by Ray Nix and received a unanimous favorable vote.

Liz Hinkle agreed to be responsible for compiling the Oak Ridge directory one more year, but she would like for this to be her last year.

Inger Lise Blount asked for volunteers to head the previously approved project to install acoustical tile on the back room ceiling, but no one present professed to have the required skill or experience. Ron Slothower said he would contact Evert Sprey to see if he would be willing to supervise the project or help to identify someone who could.

Bonnie Raffels and Bobby Walker agreed to develop some alternatives for an Oak Ridge memorial. Early thoughts favor some modest construction or shaded place to sit between the Community Center and Pecan Creek that is capable of withstanding flood waters and relatively easy to maintain.

Under new business, Gil Blount advised the Horseshoe Bay trapping exercise has resulted in 225 deer being relocated with no known fatalities. Gil also described a recent event in which a game warden of the TPWD made several trips to Oak Ridge before successfully darting a deer and removing his discarded antlers that had become entangled in builder's twine and wrapped around the deer's upper torso.

Gil also said a letter had been sent to the new tenants of 412 Pecan Creek Drive advising them that parking a business trailer in the front yard of a private residence violated one of our deed restrictions, and they were given 72 hours to remove it. This matter will be referred to the Llano County Constable's office if the tenants fail to comply.

The meeting was adjourned at 6:15, and the annual picnic began.

Oak Ridge Recreation Center
Rules and Regulations

 

  1. The Oak Ridge Recreation Center is designed for social functions of Oak Ridge Property Owners. When no in conflict with events for all members, individual property owners may reserve the Center for family affairs on a first come, first serve basis with prior approval by the Reservation Committee.
  2. No overnight camping is permitted. Hours for use of the facility are 8:00 a.m. to 11:00 p.m. unless other hours have been approved by a Reservation Representative. A 10:00 p.m. noise level curfew will be imposed.
  3. Rental fee is $50.00 with a $25.00 deposit, both to be paid prior to use of the Center. The $50.00 will be retained by Oak Ridge Estates to defray expenses for water, electricity, taxes, etc. The $25.00 deposit will be returned at the time of final inspection if everything is found to be in good order and return of the key.
  4. Inspection of the Center, by the Reservation Representative, will be made at the time of initial entry and again prior to departure of responsible property owner on day of use. Cost for damage, missing items, lack of cleanliness, and (or) other abuse of premises and contents will be assessed at that time. The necessary amount will be withheld from the deposit and additional billing may be done, if necessary.
    PLEASE CLEAN BEFORE YOU LEAVE - THE CENTER MAY BE USED TOMORROW
  5. Property owners should exercise good judgment in the number of invited guests so as not to infringe on the rights of others who are entitled to use simultaneously adjacent common area facilities which are not subject to reservation. These include such areas as the boat ramp, open park land and the rest rooms.
  6. Oak Ridge Estates is not liable for accidents or injuries to users of the Recreation Center and common area facilities. Property owners who reserve the Center are responsible for the safety and conduct of their families and guests.
  7. Fire and EMS can be reached by dialing 911. Llano County Sheriff 1-800- 832-9271.
    THERE IS NO PHONE AVAILABLE AT THE FACILITY. PLEASE BRING YOUR CELL PHONE FOR EMERGENCIES.
  8. These rules will be posted on the bulletin board inside the enclosed pavilion.
  9. All Oak Ridge Estates Property Owners are enjoined to help enforce these rules as a means of providing maximum safety and security, and for the ultimate preservation of our property values. Failure to comply with these rules shall be cause for the responsible property owner to be suspended from use of the common facilities for such a period of time as deemed appropriate by the POA Board of Directors.
  10. Oak Ridge Estates Property Owners, their families and guests are encouraged to make full use of these facilities as intended, and enjoy all privileges provided by Oak Ridge Estates.
