It seems impossible that it's time to write another Presidents Message, but I guess time flies when you're having fun (and/or getting older). In my last message five objectives were listed for the coming year. Three of those topics (road maintenance, fire protection and annual assessment/budget) were discussed at the September 18th POA meeting.
The completion of repairs to Pecan Creek Drive from the boat ramp to Ranchette Road is our greatest priority. As of August 31st we have almost $12,000 in Road Fund contributions. In order to get this project underway some monies from our unrestricted cash reserve may be used to augment the road fund.
For the last four years Oak Ridge has contracted with LBJ MUD for fire protection. In past years community surveys consistently have been is favor of renewing our contract. Because of this past history, the Board voted to continue the Fire Protection contract for next year beginning November 1, 2003.
The presentation of the operating budget for this year emphasized the fact that our revenue has remained the same and our fixed expenses have continued to increase. The inflation rate always talked about on TV (less than 3%) must not include utilities, taxes and insurance. Our only guaranteed source of revenue is the mandatory $20.00 lot assessment and storage lot fees. If we have 100% compliance the most we can collect is about $8,000 per year. Our liability insurance alone is over $6,400 per year, which leaves little else for utilities, property taxes, supplies, etc.
Because of the generosity of many of our property owners who make voluntary contributions in addition to the mandatory $20.00 assessment , Oak Ridge does not look like some of the other developments on the lake where restrictions are not enforced and whose streets have become trails through neglect, due to lack of funding. Before the next meeting in January 2004, the Board will focus on finding a way to completely fund necessary operating expenses in a manner that will be equally shared by all property owners.
In closing, I would like to again say what a special community we all call home or home away from home as the case may be. While on vacation a few weeks ago we received a call informing us that my wife's brother had passed away. A few hours latter as we were trying to make flight arrangements to return home, the phone rang and our daughter said, "It's for you Mom". Our neighbor called to express her condolences and see if they could help in any way. Upon returning home the next day we found our kitchen full of food which caring ladies in the community had brought by to feed all the out of town family that had arrived.
I said in my last message that "Together we can truly make Oak Ridge the 'best' community on Lake LBJ". After the experience mentioned above I am convinced Oak Ridge "is the best" community on Lake LBJ.

Special POA Board Meeting

Minutes of Special POA Board Meeting - 8/9/2003
The meeting was called to order at 10:13 a.m.
Board members present were Bill Manno, Ed Steiniger, Wilda Meixner, Sandra Thompson, Eddie Wells, and Lynn Nowlin.
First item on agenda was finalizing the proposed operating budget for the 2003-
2004 year. Wilda Meixner provided financial information on how budget figures
were determined. After a discussion, she presented the proposed 2003-2004
operating budget.
Motion: Eddie Wells motioned to accept the budget to be
presented at the September meeting; Seconded by Ed Steiniger; motion passed.
Bill Manno led the discussion regarding plans for future road improvements, specifically Pecan Creek Drive. As of July 31, 2003 there was a balance of $11,696.69 in the road fund reserve. Bill informed the board that Llano County provides equipment and manpower to retop roads - we pay for supplies. It was concluded the best approach is to form a committee to research what is needed to turn roads over to Llano County and possible way to pay for the necessary improvements to accomplish this, i.e. grants, loans. Bill will present this at the September meeting.
The POA rummage sale will be on Saturday, October 18 with rain date October 25. Sandra Thompson plans on advertising in Horseshoe Bay for possible vendors. There are 40 spaces at $20 a space for open vendor booths. She will use a contract similar to last years contract for these vendors.
For the past three years surveys have been sent to POA members regarding our
fire protection. Each year the majority of returned forms were in favor of
paying for local fire protection. The board decided, based on this information,
not to send out a survey this year and discussed fire protection at length.
Motion: Eddie Wells made the motion to continue with Horseshoe Bay MUD fire
protection; seconded by Wilda Meixner; motion passed.
Sandra Thompson brought up some concerns regarding noncompliance to some POA Bylaws and deed restrictions. Of particular concern were trailers and junk on lots, camping of lots, loud noise, and whether e-mail meets meeting notification rules. After a discussion regarding each of these concerns the board concluded:
Wilda Meixner proposed a change on welcoming new lot/homeowners to the community. She suggests sending newcomers a letter of welcome, a copy of current Acorn, a copy of deep restrictions and/or web site address, list of Board of Directors and any other important information needed before they start any building. This would not replace the Welcoming Committee but would help illuminate possible misinformation or misunderstandings from the beginning. The board gave her the go ahead.
Old Business
Bill Manno informed the board he sent certificated letters to POA members who
have not paid their annual assessment. They were given to August 31, 2003 to
pay. The board will proceed to place liens on these properties for anyone who
has not complied by this date.

September 18, 2003
The meeting was called to order at 7:05 pm.
Board members present were Bill Manno, Ed Steiniger, Wilda Meixner, Sandra Thompson, Eddie Wells and Lynn Nowlin.
Minutes of the May 17 and August 9 meetings were read and accepted.
Wilda Meixner, treasurer, presented the operating budget for the 2003-04 year as well as a balance sheet as of August 31, 2003. Two areas of concern in the operating budget are the reserve for the fire contract and the cost of liability insurance. The reserve for the fire contract is currently short $5,227 as not all POA members have made contributions. Last year our liability insurance increased by 86.808% and this year the increase is 12.086% for an annual cost of $6,419.79. The shortfall for fire protection will be taken out of the Unrestricted Cash fund, if needed. The discussion on the insurance issue covered several areas from self-insured to becoming a municipality. Bill put in a great deal of time researching the issue of the POA becoming incorporated as well as getting new bids from different insurance companies. It was decided that a steering committee is needed to explore these issues but in the meantime the POA needed liability insurance.
Motion: Eddie Wells moved to purchase insurance from a new company, Emerald Insurance Co.; seconded by Wilda Meixner; motion passed.
Committee Reports: Eddie Wells reported that the Architectural Committee has approved two new dwellings. He also informed the board that the counties 911 office (Ronald Moore) will be issuing addresses for new homes after the proper county building permits have been obtained.
A.D. Robinett gave the report for the Roads and Grounds Committee regarding trash pickup and mowing. He also reported on road maintenance. Pecan Creek Drive is the next road needing major repair however there is not enough money in the road fund to cover the cost. It was discussed about using some of the funds in the unrestricted cash fund for road maintenance. A.D. has a bid from a year and a half for about $66,600 which covers putting in new road base and new black top on 1.6 miles of road. As of August 31 the balance in the road fund is $11,951. A.D. will obtain new bids as well as break down the cost of possibly repairing the road in sections. Also discussed again was how to set mandatory fees for the road fund, fire protection, etc. Bill will contact an attorney regarding this. The board took no action on repairing Pecan Creek Drive at this time.
Wilda informed the POA that Horseshoe Bay will not have our cost for Fire Protection for the 2003-04 until probably late October. She explained how Horseshoe Bay arrived at this cost and that they will be using the tax value of our homes (not the appraised value) to determine said cost.
The Rummage Sale is scheduled for Saturday, October 18. Sandra Thompson stated that there will not be any outside vendors at this year's sale and that Friday, October 17 will be residents buyers' night.
Old Business: Bill Manno informed the board that six liens have been filed on POA members who have not paid their annual assessments (three for one year in arrears and three for multiple years). This year Wilda will send letters to POA members for non-payment of assessment within six months of the first notices going out in hopes of better compliance.
Announcements: Bill reminded POA members that should they have complaints about noisy neighbors, they should call the sheriff's office and before depositing recyclable goods in the Horseshoe Bay trash yard be sure to ask them for permission as they have stated they will start fining non-residents for dumping recyclables or trash in their dumpsters.

We need useable clothing with no tears or stains, shoes, purses, glassware, kitchen items, (no rusted pots or pans), furniture, jewelry, tools, toys & games, (no missing pieces) useable appliances, frames, collectibles, rugs, linens, sports equipment, potted plants, office supplies and miscellaneous items.
Remember at the end of the sale we have left-over items picked up by non-profit organizations and tax receipts will be available.
This year we will have a shopping evening for all residents on Friday, October 17th from 5:00 PM to 7:00 PM. No one will be allowed to buy before the shopping party. This is your chance to buy your neighbors treasures!

Robert Coffey is playing on the Jr. Varsity football team this year. Catlin Coffey is taking all Pre AD classes and making all A's! Catlin is also involved with athletics participating in Cross Country Track and volleyball.
I find this hard to believe! Residents, some full time and some week-enders are taking their garbage and dumping bags of it on other's property! Not only is this against the law, ("theft of services") it's just not right! Please, if you are a full time resident, call a garbage service and if you are a part-time resident, take it home with you!
I've only lived here a short time but I've noticed that some of us (me included) don't communicate with our neighbors as much as we should. In Houston, on Neighbor's Night Out, I hosted block parties every year to meet our local law enforcement and fireman. All the neighbors gathered in yards. It was a great time to talk about things that was on our minds in a considerate way. Is there a barking dog in your neighbor's yard that is keeping you awake at night? Is your neighbor's security light bright enough that it lights up your house every night? Does it keep you from enjoying the stars? Invite your neighbor over for coffee, a BBQ. Get to know them. Let's all take a look at ourselves and ask, 'Are we considerate of others?' Write to the Acorn if you have a problem that needs to be discussed.

The POA really appreciates the community's donations of cans but PLEASE use
black garbage bags for your can donations. The white grocery bags disintegrate
in the heat and fall apart. Our volunteers are having a terrible time of getting
the cans out. Also, the beer and soda cans attract bees which is also a problem.
Be sure and tie your bags.
Please no glass or garbage.
Don't forget to turn on your porch light on October 31st. We usually don't have many 'trick or treater's in our neighborhood, but be prepared. Expect 10-20 children. Remember: Please drive carefully wherever you travel after dusk and watch for small children.
Ladies luncheons are held the 4th Thursday of each month, 12:00 PM, at the community center. Please join us for fun and friendship!
