Presidents Message

Bill Manno

I would like to devote this entire President’s Message to something everyone living in our community uses almost every day - our roads. We hardly notice them if they are in good condition, but if they are bumpy and full of holes we not only notice but get irritated every time we drive over them. It just takes a short ride to nearby areas outside of Oak Ridge to realize how annoying substandard roads can be and what an important asset good roads are to any community.

Although we repaired and resurfaced over half our roads two years ago, we still must finish the remaining portions of Pecan Creek Drive, Ranchette Road and all of Grandview Drive. The estimate to complete this project is $69,000.

In an effort to put this cost into perspective I have summarized what has been done in the past.

In the late 1980’s, the Oak Ridge Property Owners Association was formed to assume responsibility from the original developers of Oak Ridge for the maintenance and enforcement of deed restrictions.

The POA conducted a fundraiser and collected $70,000 to pave all the roads in the subdivision. That $70,000 investment is shown on our financial statement to this day as one of our assets.

In the past six years, as you can see by the chart below, the POA has spent over $74,000 to maintain the roads (just over an average of $12,000 per year ). Even with this significant expenditure, we have fallen behind. Without a fundraiser it would take us almost five years to save enough money to complete the project and no other maintenance could be done during that period. That is not a viable option because the longer we wait the more expensive our repair costs will be.

*The home owners on Scenic Drive personally contributed $16,397.81 to this project. As a result, the total spent from Oak Ridge accounts was $74,074.96.

This $74,074.96 consists of road fund contributions supplemented by monies from the general fund in the amount of $7,400.83.

At present we have $13,700.69 in the Road Fund and that leaves $55,000 to be raised to complete the project. If we fall short of our goal, the Board has agreed to provide limited matching funds from our cash reserves, so the project can be completed on schedule.

A Road Fundraiser has been organized and the initial phase is being conducted by phone. The amount pledged thus far is very encouraging. The plan is to begin the road repairs in early spring with a target for completion by mid to late summer. More than half of our property owners have good roads to drive on, and it’s fitting and proper to give this same benefit to the remainder of our community.

In the following weeks someone on the road fund committee will be contacting every property owner and asking for help. Please give as much as you personally feel is appropriate. With a strong community effort we can put this major problem behind us so that future contributions can be used to provide upkeep rather than replacement. A full progress report will be given at our March 18th POA meeting and posted in the Acorn and on our website).

POA Board Meeting Minutes
December 19th, 2003



The board of directors meeting was called to order at 2:00pm, by President Bill Manno. In attendance were: Bill Manno, Steve Gibbs, Wilda Meixner and Ed Steiniger.

Item # 1 on the agenda -- Discussion of Property Insurance for the POA Building. Bill Manno has a quote from Germania Insurance Co. He is going for two more quotes. We feel coverage of $43,000.00 is adequate. The existing coverage is thru 1/18/2004. Bill will e-mail the board for approval, once he has all quotes in hand.

Bill will schedule an LCRA speaker for our Jan. 15th meeting. He will also see if Bill Kinney, Llano County Comissioner is available.

Wilda Meixner indicated she is pleased with the way the Fire Protection fees are coming in to date. To date, more than 50% of our required monies have been collected for this year. To date, (19) property Owners have not paid their $20 dues for this year, and (7) have not paid last year.

Bill Manno will talk to AD Robinett about updated road repair bids. The meeting adjourned at 3:05pm.

POA Meeting Minutes
January 15th, 2004

 



Meeting was called to order at 7:04 p.m. Board members present were Bill Manno, Ed Steiniger, Wilda Meixner, Sandra Thompson, Eddie Wells and Lynn Nowlin.

Gail Oliver, LCRA public affairs representative, gave a short presentation with a question and answer period. She gave a brief history: LCRA does not receive tax dollars to operate; there is no set time frame for lowering LBJ; the maximum normal lowering of the lake is three feet because of the Ferguson Power Plant's cooling intake values (if the plant shuts down for scheduled maintenance the lake can be lowered further); Lake Marble Falls will be lowered this February; and LCRA will sponsor a household hazardous waste cleanup on May 8th. Their web site is www.LCRA.org.

Minutes of the Board meeting of December 19th were read. The main purpose for December's meeting was the discussion of property insurance for the POA building. Bill obtained three bids and the board has elected to continue with our current insurer, Germania Insurance Company. Since the September 18th minutes have been posted in the Fall Acorn and at the community center they were not read.

Wilda presented the treasurer's report. The fire protection contract went into affect in November 2003 and funds have been collected to cover at least nine months worth of protection. Some property owners have not paid anything and some have elected to pay in installments. Seven liens were placed on property owners for delinquent POA dues and two payments have been received.

Committee Reports: Bill Terrell gave a brief report on new homes and renovations. He requested the board to make a ruling regarding obtaining permits for fences with regard to new fences and replacing existing fences. Action: The board will provide a ruling at the March 18th meeting.

A. D. Robinett gave the report for the Roads and Grounds Committee. A bid from Bill Hines for the 1.6 miles of road which includes Pecan Creek Drive, Grandview and Ranchette Road has come in at $69,000. Since there are not enough funds in the budget to cover this cost a steering committee is being formed to conduct a fund raiser. Action: By the next meeting the board will approve said fund raiser. Mr. Hines has done quality work for a reasonable price in the past a motion was made by Eddie Wells and seconded by Ed Steiniger that the Roads committee need not obtain additional bids for this work. The motion was not voted on. A.D. also requested funds to replace and/or purchase new street signs. Eighteen signs are needed at a cost of $29.00 each. Motion: Wilda Meixner made the motion, seconded by Bill Manno, to approve funds for 18 signs. Motion passed.

The board discussed having an annual beautification and clean-up day for Oak Ridge Estates. Motion: Wilda Meixner made the motion, seconded by Lynn Nowlin, to have a clean-up day on Saturday, May 8. Motion passed. Guidelines for what will be picked up and possible BBQ after clean-up will be organized.

Old Business: New ceiling tiles for the back room of the Community Center will be installed by the end of February.

New Business: Bill proposed that the POA establish our own domain web page - OakRidgePOA.org. It will cost $55.00 per year. Motion: Wilda Meixner made the motion, seconded by Sandra Thompson, to allocate the funds for this. Motion passed.

Wayne Brascom who is running for Llano County Commissioner for Precinct 1 introduced himself and was available after the meeting for questions and answers.

Motion: to adjourn by Eddie Wells seconded by Wilda Meixner; approved.

Meeting adjourned at 8:58 PM.

The stork

The stork has been working overtime. Many Oak Ridge families have been blessed recently with beautiful, healthy grand children.

Ray & Mary Nix (3201 Oak Ridge Drive) are the proud grand-parents of Hannah Marie Campbell, born to John & Kimberly (Nix) Campbell.. Saturday, January 3, 2004, at 11:32 pm, weighing in at 8 pounds and 3 ounces. Big brother, Haedan Christopher Campbell (20 Months) is very loving and protective of his little sister. The happy family is living in Dallas.


Jaci Nicole Youngblood arrived Wednesday, January21, 2004 at 8:22am. She weighed in at 9lbs 2oz's and was 21 inches long. She has dark, curly hair and blue eyes. Johnny and Stephanie Youngblood have been able to be with their newly adopted baby since her birth at the adoption agency in Abilene, TX The excited new parent's brought Jaci to her new home in Mineral Wells, TX on Friday, January 23, where new grandparents, James and Elda Youngblood, anxiously awaited their arrival.


George and Brenda Crew's new granddaughter, Lara Grace Crews, was born November 12, and weighed in at 7 lbs. and 9 oz's. She looks like her Dad and shows all the signs of being a Daddy's girl.


As many of you know, Kara Adlyn Harrison, my newly adopted granddaughter, came into our lives in July of last year. She was 5 months old when Tom, Alica, Hayley & my other daughter, Anessa, traveled to Nashville, TN to bring her to TX. During this joyful time, Tom's dad died in Houston, and a family friend flew to Nashville to stay with Hayley and Kara and bring them home to TX when Kara was released from Social Services. Kara was born premature and was in the 5% of her age group when Tom & Alica adopted her. With love from her new family and big sister (Hayley, now age 5) she has improved to 40 % of her age group. She is so beautiful, beginning to walk and into everything! So hard to believe she will be a year old February 18th!


Engagement rings

John & Elizabeth Crawford, 425 Pecan Creek Drive, are pleased to announce their son Joseph Reseland and Susanne Davis became engaged on New Year's Eve,2003.

Joseph and Susanne were visiting New York City for the New Year's Eve celebration. Joseph arranged access to the rooftop of a building in Tribeca, overlooking the Hudson River, suggested they go see the sights and proposed to his girlfriend of three years on that rooftop. She accepted his great-grand mother's ring and the couple began planning a November, 2004 ceremony in Nashville.

Suzanne, an Auditor for CHD Meridian, received her Bachelor's and Master's degree for the University of Texas, 2001.

Joseph, a Logistics coordinator for Wilson Sporting Goods, received his undergraduate degree from Texas A & M, 1999 and his Master's from St. Edwards University in Austin, 2002. They both live and work in Nashville.

Our house at 3223 Oak Ridge Drive is being sold to Vicky's daughter, Ashley, (who lived in the house while in high school) and her husband, Billy, and their 2 month old son, Kayden. They should be fully moved in by February 1", We hope to visit about that time to welcome them to the house, assist with some repairs, AND SEE THE GRANDBABY!!!

Student chosen to perform
with Texas All-State Band


Special to the Reporter News

Emily Boedeker, a member of the Pearland High School band, will perform with the Texas All-State orchestra in San Antonio on Feb. 14, as part of the 2004 Texas Music Educators Association convention.

Boedeker was chosen for the honor in competitive auditions held this year across the state at the district, region and area levels.

She is a student of David Kirk, principal tuba musician for the Houston Symphony and she plays under the direction of Doug Grice, who is a member of the Texas Music Educators Association, a 9,000-member group headquartered in Austin.

This is her first time to perform as a member of the TMEA All-State group.

Boedeker's other interests at school include digital graphics and teen leadership.

She also enjoys being president of the 300-plus member "Pride of Pearland" band.

Emily Boedeker is the daughter of Dennis and Phyllis Boedeker of Pearland.

Get Well Soon

John Harris is home recovering from surgery. We are glad to have you back home. Get well soon, John!

Liz Hinkle's sister had triple bypass surgery in Lufkin, TX Liz was with her sister for a week and just retuned home. Her sister is still very weak but other family members are taking turns taking care of her.

Oak Ridge Community Center Remodeling

At press time, wonderful things are going on inside our Community Center. A group of volunteers Gil Blount, Tom Graham, Bill & Ruth Garrison, Bill Manno, AD Robinett and Phil Roth are painting and installing new paneling in the back room. Thanks to all of you for your hard work!

When they are finished, Dennis and Phyllis Boedeker are installing, furnishing the materials and all the labor for a new ceiling. The community is very grateful to the Boedeker's for this remolding project to our center.

Gail Oliver's Response

If you attended the POA meeting on January 15, 2004, you had the pleasure of hearing Gail Oliver, LCRA public affair representative, speak. There were a few questions that were asked from the audience that she did not have a sure answer on. Below is the response that she sent to POA president, Bill Manno.


Hi Bill,
I enjoyed visiting with you and the POA members last week. I wanted to respond to some questions that were asked and I promised more info.

Ferguson Power Plant has one (1) boiler.

The question re: water lilly treatment on the lake is a little more difficult. For any aquatic vegetation control activities, a 1-page treatment proposal needs to be submitted to both LCRA and TPWD. The proposal should lay out (1) which herbicide will be applied, and (2) how much will go in the water, and (3) where it is going to be applied. The treatment proposal will have to be approved by both LCRA and TPWD before the treatment can proceed. For more information, contact John Wedig at LCRA, 1-800-776-5272, Ext. 3307. John can provide information concerning what herbicides are approved for use in drinking supply reservoirs. He also suggests, as an alternative, that manually cutting the stalks early in the growing season at least allows for access during the recreation season.

I believe that most folks attending the POA meeting would like to see a Lake LBJ lowering. I also feel like from those attending that a 3-ft. lowering is not really adequate to do maintenance and repair work. I will keep you posted as to if and when LCRA makes any decision concerning a lowering.

Did you know that for only $20.00 a year, you can store a trailer, boat or wave runner?

 

Storage Lot Rules

  1. All vehicles and watercraft must have current license for road or water.
  2. License on trailers do not have to be current.
  3. No materials may be stored on the lot.
  4. All stored units must have a metal storage lot I.D. tag attached to the tongue or jack. This tag is issued when you sign up to store your units.
  5. There is no maintenance work allowed on the site.
