I don't want to sound like an academy award winner and rattle off individual thank yous to all the people who made this year's annual general meeting of the POA and the picnic such a success, so I won't attempt to do so. However, on behalf of the board, I would like to thank the 47 property owners who took the time to cast their ballots and elect Steve Gibbs and Ed Steiniger as new members of the board and returned Bill Manno for a second term. Evert Sprey and Paul Wheatley displayed an act of commitment by agreeing to have their names placed on the ballot. I also want to acknowledge the hard work and contributions of Peyton Wolcott and Bill Garrison who are leaving the board. Some of the discussions during our May 18th POA meeting were "spirited" and proved beyond the shadow of a doubt that we, as a community, can come together in a public forum and resolve difficult issues in a respectful manner that recognizes our right to have differences of opinion. As the saying goes, "Many hands make light work," so if you haven't participated in any of our community activities, please come and help. For example, Jan Harris identified some maintenance requirements inside the Community Center that is about to celebrate its 22nd birthday, and she has scheduled a clean-up day for June 22nd. AD is always looking for help on the grounds crew, and two members of the Architecture Committee have asked to be replaced. Getting involved in these projects and committees can be fun, personally rewarding and beneficial to the entire community. Please come share the load. Gil Blount Back to TopMinutesOak Ridge Estates Property Owners Association Prior to today's meeting, given the large number of candidates for available board positions, residents and candidates were encouraged to come early and mingle and meet between 4:30 and 5:00 p.m. The entire board extends its sincere thanks to all willing to serve their community as board candidates; we are grateful for and encouraged by the outpouring of community interest. President Gil Blount called the meeting to order at 5:05 p.m. at the community center. All board members were present. In addition to Gil and me, other board members were Vice President Bill Manno, Treasurer Wilda Meixner, and Directors Bill Garrison, Tom Graham and Phil Roth. Post Office: Goodbye, Marble Falls 78654 -- Hello, Horseshoe Bay 78657 Gil then introduced Keith Burns, incoming Marble Falls Postmaster, who confirmed that the new zip code for Oak Ridge will be 78657 and that the post office would "prefer" that we change our mailing addresses from Marble Falls to Horseshoe Bay. Keith said changing our addresses to Horseshoe Bay is requested, not mandatory, although using the new 78657 zip code is mandatory. This change is effective as of July 1, 2002, and we will receive a written notice from the post office at least 30 days in advance advising us of this.[As a postscript, unfortunately when the San Antonio postal offices sent out this confirmation, they all read "Marble Falls 78657" rather than "Horseshoe Bay 78657." Several of us have contacted Keith who said that "Horseshoe Bay 78657" still stands.] After July 1, 2002 we will pick up undelivered packages and held mail at the HSB post office rather than MF. We will have up to one year to advise people of our change of address. The telephone number for the HSB post office is (830) 598-8773. The minutes from the March 22, 2002 meeting were accepted as amended with one exception; Dale Hewgley asked that they be amended to reflect the road fund raiser in the 1980's. Financial News: Treasurer Wilda Meixner's report included the proposed budget for 2003, which was approved by majority vote. The next item for discussion was the board's recommendation that Scenic Drive's renovation be subsidized with up to $1600 with funds from the POA road fund. This item passed by popular vote. Board Meetings: Public Minutes and Dissenting Votes: Next came a discussion of a motion by me that in the spirit of open and transparent government all private POA board meeting minutes and votes henceforth be recorded and published, with the exception of board meetings concerning litigation involving the POA. After discussion among those present, Gil offered information from a publication from Chubb, our D&O insurer, recommending that minutes be made available and that dissenting votes be recorded. With this compromise reached, the motion was shelved. Llano County ESD Under old business, Gil presented a report on the status of the new Llano County Emergency Services District by summarizing the May 8, 2002 ESD meeting where it was reported that Llano County voters overwhelmingly rejected the creation of ESD#2, the result of which will be that residents of that part of the county are going to be looking for county funds to pay their EMS service. If the county provides funds to that part of the county, Llano County will have to provide funds to this part of the county also. Our commissioner Bill Kinney said he didn't know how he and his fellow commissioners will resolve this at their first meeting on May 13; the next ESD meeting will be June 12 at 9:00 a.m. at the MUD office. [At the time of writing these minutes, the ESD statements have arrived and are based solely on property values rather than being a flat rate for all households. A gentle reminder to all: the ESD is only for ambulance service; there are no provisions for fire service included or anticipated; our current contract with HSB for fire protection ends this fall. HSB Deer: Next, Gil summarized the April 27 Horseshoe Bay town hall meeting on deer management; plans discussed include fencing the entire perimeter of HSB, which would in effect fence Oak Ridge also as we are completely surrounded by HSB. New POA Slate Under new business, in the annual POA elections, Bill Manno was re-elected and Steve Gibbs and Ed Steiniger are newly elected to the spots that Bill Garrison and I have chosen to vacate at the end of our terms. Officers for 2002- 2003 will be: President - Gil Blount; Vice President - Bill Manno; Secretary - Ed Steiniger; Treasurer - Wilda Meixner. Architecture Committee, Community Center and Picnic The Architecture Committee is looking for two new volunteers to replace those already serving who have indicated they want to step down. Also, Jan Harris announced that June 22 is the Community Center clean-up day and that Ivy Parizek is sorely missed. And more folding chairs are needed for the center as the original forty that were purchased are not enough. The meeting was adjourned and all sat down to the annual Oak Ridge picnic -- another great barbecue dinner, with special thanks to Jan Harris for organizing the picnic (and ordering extra chicken), to all who brought great food, and to all the ladies who stayed to help clean up and the men who moved chairs and tables around. D.B. Polk and T.G. Houston purchased the area now known as Oak Ridge Estates in 1959. It was 252 acres in size and initially subdivided into 337 lots. Their primary purpose for Oak Ridge was "to create the most scenic and desirable residential community on Lake LBJ," and to achieve this objective, the covenants and deed restrictions governing us today were created. Under the supervision of Hall Knight, the men of Oak Ridge built the Community Center using money and material donated by residents. The Polks and the Houstons performed the ribbon-cutting ceremony to open the Center on July 19, 1980. On May 22, 1982, approximately 79 property owners met at the Community Center and agreed to form a property owners association the purpose of which was "to provide for the maintenance and preservation of common areas." It was also tasked with insuring compliance with covenants and deed restrictions. The original entrance (which we just recently replaced) was completed in August 1979 - nearly 25 years ago! Back to TopHorseshoe Bay Emergency Medical ServiceWhen we dial 911 for emergency medical service, an ambulance is dispatched from the Horseshoe Bay Central Fire Station. We have been advised that occasionally residents go to this facility to receive medical treatment, and if medical technicians are present, they will provide the necessary treatment. However, if they are out on call, no treatment is possible, and if they get called out while administering treatment, they have to stop and respond to the call-out. If you need emergency medical treatment, please call 911 and let the ambulance come to you. To aid the drivers, please be sure your home address is very visibly located, and if possible, it should be lighted. We have recently created a more detailed map of Oak Ridge that is carried in every emergency vehicle. The previous map being used by the EMS was produced in 1996 and did not include all the streets in our subdivision. Back to TopMARBLE FALLS MINOR EMERGENCY CENTERThe Marble Falls Minor Emergency Center is a new building located on the right side of route 281 two blocks north of highway 1431 across from Momentum Internet. According to their literature, it is "a full-service urgent care
center" open daily from: 10:00 AM to 8:00 PM Monday to
Thursday,
10:00 AM to 6:00 PM Friday, and 12:00 PM to 6:00 PM Saturday and Sunday. The Center offers immediate treatment of work and non-work related injuries from lacerations, toxic exposures, broken bones, falls, back pain and sports injuries. It also provides immediate treatment for acute infectious and non- infectious illnesses such as pneumonia, ear and throat infections, chest pain, urinary tract problems, asthma and emphysema, pediatric fevers, abdominal pain, vomiting and diarrhea. Routine X-rays are available as well as on site diagnostic laboratory services including EKG, complete blood count and blood chemistry. It also offers workman's compensation treatment and employment physicals. The Center is staffed by a Board certified medical doctor, registered nurse, and X-ray and laboratory technicians throughout their hours of operation. Their telephone number is (830) 798-1122. We would also like our treasurer, Wilda Meixner, to spend less time on the billing side. The new accounting software she is using can send invoices out via email. Wilda will send out reminders for the EMS/Fire in February for those who have not paid yet, and in March/April she will send out our annual billing. When selling the lots, the price includes property taxes paid by the POA, and POA has been reimbursed for these expenses. Back to TopPOA Dues And ContributionsAll property owners should have received their bill for the year 2002/2003. Most of you have already paid it, and we thank you for that. It sure makes a voluntary job like the Treasurer easier when bills are paid on time. Follow-up statements will go out at the end of June requesting payment by July 31, 2002. Remember, a late fee will be posted on your account if it has not paid by 7/31/02. Also, please remember, it costs the POA money to continue to mail out statements. Capital Improvement ContributionIf you did not contribute via your invoice to Capital Improvement, how about buying a folding metal chair or two for the community center.
